S2 Alpha collaborates with smaller agencies to develop a comprehensive plan based on the specific facilities located within the agency's jurisdiction. Schools, shopping centers, theaters, sports venues office parks-all present different challenges to responding officers. Speed of response and rapid engagement with the shooter are key to reducing casualties. With smaller agencies, the first officer in may be alone or with a partner. Waiting for SWAT is not an option. Search techniques in a high treat environment, communication, interaction with follow-on teams and tactical units are stressed. We teach simple tactics, easily learned by patrol officers who are the likely first responders. Coordination with emergency medical personnel and traffic management are considered. Planning for the event's aftermath is also included. Consideration must be given to a center for receiving families, crime scene preservation, witness interviews, rerouting and handling 911 calls from distraught families and coordination with the State Police and FBI. Interaction with the media must be professionally handled. Due to its complex nature and the widely differing needs of the agencies involved, this activity is quoted on a case by case basis.
